What is This Strange Bird in My Neighbor’s Driveway?? [VIDEO]

OK, with out my glasses and looking at the tiny video camera screen, I couldn't see that this was more pigeon like than anything, but I've still never seen something like this that wasn't in a pen or someone's pet!
