
Richland Police Pause License Plate Cameras for New Privacy Law
Following the passage of Washington Senate Bill 6002, the Richland Police Department has announced that it's temporarily suspending the use of automated license plate reader systems. This includes the department's Flock camera network, and the Axon in-car ALPR systems. According to a release from the Richland Police Department:
“Automated license plate reader technology has proven to be a valuable investigative tool for law enforcement,” said Chief Martin Pilcher. “These systems help officers locate stolen vehicles, identify vehicles associated with serious crimes, and assist in missing person investigations. At the same time, we recognize the importance of ensuring these tools are used responsibly and in accordance with state law.”
The new law prohibits use of Flock cameras in protected areas, such as health care facilities, courts, schools, and other protected community locations.

Police can only use the cameras when investigating felonies or gross misdemeanors, looking for stolen vehicles, or when searching for missing or endangered people. In addition, Flock cameras cannot be used for immigration investigations. RPD joins the Pierce County Sheriff's Office in their decision to deactivate the county's automated license plate reader system.
The Richland Police Department supports the responsible use of technology that improves public safety while respecting individual privacy. Our temporary pause will allow us to ensure our systems and policies fully align with the new state requirements.
