Do You Know this Alleged Kennewick TJ Maxx Thief?

It's one thing to be a thief. But 'thrifty' thieves are in a whole other category. I mean hey, if you're afraid of the penalty for stealing at a full price retailer, maybe shop lifting from a overstock/discount retailer will be just a slap on the wrist? Is that the line of thinking here? At any rate, KPD would like your help in identifying this feller...
