Should Buses Have Seatbelts? [POLL]

We were all horrified last night by the news of a tour bus rolling over near Pendleton killing at least nine people and injuring a few dozen more. A few weeks ago we were shocked by a school bus accident in Kennewick that lightly injured a few Tri-Tech students.

It begs the question: should all buses -- every kind -- be required to have seat belts? And should people be required to wear them?
