Have You Seen the Creepiest Stairs in Tri-Cities?

A mysterious spot is hidden near the Columbia River. I think most people walk right past it not realizing it’s there. I’ve always found it creepy. I never see other people down there. In the summer months leaves obscure the bottom of the stairs and it just feels like the kind of place the “IT” clown Pennywise would hang out. Do you know where it is?
