Fined For Chapsticking at a Traffic Light?!

Now, I absolutely agree with NOT TEXTING while driving! But, I was reading about a woman in Las Vegas that was given a $200 ticket for applying Chapstick at traffic light while she waited for the light to turn green!
The woman Stephanie Fragoso said she was ticketed by Trooper Loy Hixson for 'Distracted Driving' and that the same could have been true for drinking water or or eating or anything!

Do you think this has gone a little 'overboard'? Would you be mad if you were ticketed for taking a sip from your water container? I think I would! Maybe I need to change the way I think about it, and we should all work on being safer in our cars...I don't know. Let me know what you think!

I suppose if it would save a life, absolutely. But are we really THAT distracted when we put on chapstick or drink water? You tell me...
